Delivering Excellence: Better for the Planet, Better for Society, Better for the Bottom Line
The construction industry of the future needs to deliver better social, economic, environmental, sustainable and resilient outcomes in a more productive way. We recognise that we need to do things differently, society and mother nature deserve better from us. For us as an industry we need to collectively organise to deliver in a fairer and more sustainable way that unlocks the potential and capacity for better delivery.
The building blocks for a better built environment are already in place. In line with Constructing- Excellence’s core principle of sharing best practice and emerging innovation we will be bringing together leading practitioners and thinkers to explore through three lenses.

Alison Nicholl, Head of Constructing Excellence, will kick off the conference, as our host, and will introduce 4 key panel discussions, taking place throughout the day, focusing on:

Society deserves a better built environment! We need to improve how we enable people to thrive across the industry. We’ll be showcasing excellent practice, looking at what is around the corner with practical examples of what we can do now to better support society. - Better for the Bottom Line
Fairer and commercially sustainable delivery. We’ll be showcasing excellence through the Gold Standard Verification, looking at how collaboration is enabling the implementation of technologies that unlock more efficient delivery and exploring how we incentivise productivity.
Speakers
Mark Beaver
Mark has over 25 years’ experience in the construction industry, most of which has involved delivering major projects and programmes for Public Sector clients. Mark has supported clients with setting up frameworks and procured both consultants and contractors off frameworks on behalf of clients. He has also bid for, and been procured off, many of the major frameworks in England, including for projects that have been delivered in international locations including Europa, Africa, North America and the Middle East. Mark brings to the group the perspective of a consultant using frameworks to support the delivery of client projects.
Lydia McGuinness
G4C provides a platform for those passionate about driving positive change and improvement within the construction industry. We empower young professionals to amplify their voices and advocate for progress, addressing the good, the bad, and the challenges of our sector. At G4C, we foster a community where individuals can find allyship, share innovative ideas, learn, and build their professional networks.
I first joined G4C seven years ago as a trainee just beginning my journey in construction. Since then, G4C has been instrumental in my professional development, offering a collaborative environment where young professionals from diverse backgrounds come together to connect and grow. That’s what makes G4C so special—its ability to unite and inspire the next generation of industry leaders.
Alex Lubbock
Alex is the executive Director of Operations for The Housing Association Charitable Trust or HACT. As HACT enters its sixty-fifth year, its mission remains the same, to create lasting impact for people and communities. Alex and the HACT team support this by convening and providing tools and services to the housing sector that addresses different challenges and opportunities with social value and wellbeing at the centre. Alex’s drive for a better sector and society, combines his experience across the Built Environment in the public, private and now third sector. Alex’s thematic areas of focus are digital, PDfMA and sustainability. Alex has spent the last decade supporting the sector to connect decision makers with best practice through roles in strategy and policy for the Cabinet Office, as Managing Director of a UK technology platform and as Global Director for construction overseeing testing and certification processes. Alex has carried out various non-executive board roles and currently also sits as a member of the board for the Digital Twin Skills Academy CIC.
Ellie Jenkins
Ellie is a Partner at Akerlof, a market-leading consultancy and certified B Corp, where she leads the Environmental, Social, and Governance (ESG) practice. With a background in sustainability, Ellie currently supports a diverse portfolio of public and private sector clients in driving impactful social, environmental, and economic outcomes. Her expertise in social impact is paired with a strong command of complex stakeholder engagement. Before Akerlof, Ellie was Director of Engagement and Communications at the Construction Innovation Hub, where she played a key role in shaping and deploying industry-defining policies. She also led the pilot testing and engagement of the Value Toolkit, working closely with industry stakeholders to test and refine the approach.
Jack Cook
I joined the industry straight from leaving school when I was 16 and undertook a joinery apprenticeship with F. Parkinson Ltd. After completing my joinery apprenticeship, I continued to work on site while undertaking a HNC in construction. After completing my HNC, I was afforded the opportunity to take on a new role working as a trainee estimator in the Manchester office. After completing an internal training plan, I was successfully promoted to my current role as construction estimator working for the same company I started with back when I was 16. What a journey!
I am now also National Co-Chair of G4C which I joined because I feel our industry, especially the apprenticeship route, is undervalued and I wanted to give the next generation a voice and showcase how wonderful construction can be. In my role as Co-Chair I hope to showcase how important the next generation is to the future of our industry.
Kaie Small-Warner
Kaie Small-Warner is Head of Responsible Business at BRE with 15 years experience in the energy and construction sectors in multiple countries. She has a PhD in Sustainable Built Environments. Kaie’s work includes a range of UK and international projects that focus on sustainability and circularity in the built environment such as the EU Horizon 2020 four-year project on circular construction in regenerative cities (CIRCuIT). Kaie is driven by the need to embed social and environmental sustainability principles in all aspects of doing business, supporting global commitments to responsible business practices and the sustainable development goals.
Professor David Mosey CBE
Professor David Mosey CBE PhD FICE leads procurement research at the King’s College London Centre of Construction Law & Dispute Resolution where he was Director from 2013 to 2020. David was formerly head of Projects and Construction at law firm Trowers & Hamlins from 1991 to 2013. He started his career on a four-year secondment to the Government of Bahrain and later ran the Trowers office in the Sultanate of Oman where he was also Chair of British Scholarships for Oman.
David was appointed by the UK government in 2021 to lead an “Independent Review of Public Sector Construction Frameworks” His recommendations for improving value, improving safety, managing risk and achieving net zero carbon are set out in “Constructing the Gold Standard” and were endorsed by government and industry in the 2022 “Construction Playbook”. David now chairs the Constructing Excellence “Gold Standard Task Group” who provide independent verification of Gold Standard practices together with practical training and case studies.
David co-authored “Guidance on Collaborative Procurement for Design and Construction to Support Building Safety” that shows how balanced evaluation, early supply chain involvement, full consultation and digital data are essential to avoid another Grenfell Tower disaster. This guidance is being used by the HSE Building Safety Regulator as a measure of compliance.
David is principal author of the “PPC2000” collaborative contract and the “FAC-1” and “TAC-1” alliance contracts, adopted on procurements worth over £100 billion.
David received the 2021 TECSA Clare Edwards Award for “professional excellence and an outstanding contribution to the legal profession serving the construction and infrastructure industry” and he was awarded a CBE in the 2023 New Year Honours List for “services to the construction industry”. In 2024 he accepted a Presidential Invitation to join the ICE Fellowship.
Clare Chamberlain
Clare Chamberlain has worked in construction procurement roles for over 20 years, with a strong focus on construction procurement for the public sector.
Clare is currently Head of Construction Works at Crown Commercial Service – an executive arm of the Cabinet office where she manages the Gold Standard Accredited Crown Commercial Service Works Frameworks. Clare is passionate about supporting government departments and wider public sector to deliver improved value through their construction projects and programmes.
Tracey Tulloch
Tracey Tulloch, based in Scotland, joined the Civil Service in May 2018 after holding senior roles in various sectors for 27 years. As Deputy Director Commercial for the Foreign Commonwealth and Development Office, she manages around £2bn in spend across Construction, Facilities Management, Security, and Corporate Services. She oversees strategy and the commercial process for a global portfolio of about 6000 properties. Tracey also contributes to the Government Commercial Function by shaping and developing the procurement profession for His Majesty’s Government.
