The Value Toolkit
Developed in partnership with over 200 experts from across industry and Government to help redefine value and how to measure it. The Value Toolkit enables value-based decision making focused on driving better social, environmental and economic outcomes, improving industry’s impact on current and future generations.
The Value Toolkit is grounded in the 2018 Procuring for Value report led by Ann Bentley CBE. Constructing Excellence has long been an advocate for value and is delighted to make the Value Toolkit resources developed by the Construction Innovation Hub available for industry implementation. Constructing Excellence is working with a cohort of the organisations that were involved in the development of the Toolkit to create a community or practice around value-based decision-making and to drive implementation.

About the Value Toolkit
The Value Toolkit is a government backed initiative designed to change the way the construction industry thinks about and measures value.
Decision making in construction has been historically driven by how much something cost, or how long it took to build. A project’s entire value was measured against those two benchmarks.
Together with over 200 partners in industry, academia and government, the Construction Innovation Hub have reframed the definition of value, and how it can be measured through the Toolkit.
The Value Toolkit is a suite of tools to empower clients and policymakers to make value-based procurement decisions that will result in the environmental, social and economic outcomes they want.
This world leading value-based methodology positions the UK construction sector, and its clients, at the forefront of conscious and informed decision-making. The high-level methodology was published as a BSI Flex Standard in June 2022.

A Note on the Status of the Value Toolkit Documents:
The purpose of making the documents available for download is to help organisations consider methods of implementing value-based decision-making. However, when using these documents it is important to acknowledge that some aspects of the standardised process developed by the Construction Innovation Hub have not been able to be implemented. Probably the most significant of these differences is that there is currently no formal Facilitator training. This is something that Constructing Excellence will consider introducing once levels of interest have been established.
It is therefore important that these documents are considered as a set of guidelines which organisations can use to develop their own value-based decision-making process that integrates into their own wider processes.
