Agreed Actions:

Over the 12 months following Full Verification, DfE will enhance the current collaborative processes and systems of CF25 by creating, agreeing with suppliers and commencing implementation of a Gold Standard action plan that will:

  • Establish binding terms of reference for the CF25 Panel Forum and specific Panel Sub-Forums (each comprising representatives from the DfE, any frequent framework users and the framework suppliers) to convert DfE framework objectives into actions
  • Establish and manage a shared timetable (setting clear timescales, success measures, targets and outcomes) for all framework activities set out in this action plan or otherwise agreed by the Panel Forum and Panel Sub-Forums
  • Clarify the operation of the DfE Framework Innovation Forum and the Framework Collaborative Forum
  • Develop the use of a standard alliance contract to create sub-alliances , particularly for call-offs of portfolios and programmes of projects
  • Adopt systems of Supply Chain Collaboration as described in Annex 5 of Constructing the Gold Standard
  • Build on the extensive data on supply chains that is already shared with the framework suppliers, to enable enhancement  of the current Supply Chain Collaboration initiative across Cf25 and for the ongoing development and improvement of the supply chain tracker to inform supply chain collaboration opportunities and risks
  • Develop the Design Guide and other generic designs and template documents, specifications, guidance, EIRs etc set out in CF25 and best practice, also costing and value engineering principles and similar or related documents, for use across the DfE Framework to promote good and efficient design and construction practices (including industrialised construction), reduced GHG emissions and collaboration among framework suppliers
  • Build on initial work in the Panel Forum for the sharing of information (including near misses etc) to continuously improve health and safety performance and to reduce health and safety risks across CF25
  • Review, agree and update a shared Framework Risk Register at Panel Forum meetings, clarifying how it drives joint risk management
  • Share Case Studies for each project call-off within six months of call-off practical completion
  • Explore the wider use of strategic alliancing , including the use of programme‑level incentives to drive improved performance against KPIs and targets
  • Consider pain/gain share models and target cost mechanisms that work within existing CF25 arrangements.
