Constructing Excellence worked with the Cabinet Office from 2011 to monitor and report on trials of three modern models of procurement designed to deliver the Government Construction Strategy’s target 15-20% reduction in capital costs through collaborative approaches:
- Cost Led Procurement
- Integrated Project Insurance
- Two Stage Open Book
Guidance on the the models is available below. Once a project was accepted onto the programme, we appointed a mentor and an academic, and monitoring followed a well-established process adopted in our Innovation in Practice and previous demonstrations programmes developed over 15 years.
Projects that applied for Trial Project status were reviewed by a Trial Projects Group comprising industry, client and government representatives. Once accepted onto the programme, the project mentor and academic met regularly with the project team to gather qualitative and quantitative information using agreed templates and face to face discussions.
Project case studies were published at interim stages of the project and on completion, and we continue (as of end 2018) to monitor some projects for project outcomes. Findings to date indicate that these approaches are delivering 10-20% improvements in value for money.
