The Constructing Excellence Procurement Group, chaired by Rebecca Rees, brings together a highly knowledgeable group of our members who are committed to delivering better procurement.

Rebecca is a partner and Head of Public Procurement at the international law firm, Trowers & Hamlins, and is a leading national expert in public procurement law, consistently ranked as among the world’s leading government contracts lawyers.

Outcomes-based contracting (OBC) links payment to the achievement of defined, measurable results rather than prescribed activities or inputs. Commissioners specify desired outcomes, while providers retain flexibility to design delivery approaches, encouraging innovation and efficiency. The model promotes accountability, collaboration, and continuous improvement, but relies on clear metrics, strong data, and balanced risk-sharing.

During this session we will be joined by Huda As’ad, MD at Accenture who has long championed the approach and Paul Sexton, Enterprise MD at Scottish Water to provide their perspectives. Join us on Thursday 11th June for what promises to be an insightful session.
