Constructing Excellence

The vision set by client Pembrokeshire County Council (PCC) for Ysgol Gymraeg Bro Penfro was to create the first 210 place Net Zero Carbon (NZC) Welsh Medium School in Pembrokeshire – along with a 36 place day-care Cylch Meithrin and a 30-place nursery. This project was funded by the Welsh Government’s Sustainable Communities for Learning Programme and PCC.

  • This vision was realised through extensive client engagement throughout the PCSA stage, driving effective client and contractor collaboration to develop the design.
  • Building height and ground levels were reduced through coordination with CADW to ensure the design aligned with the protected views from Pembroke Castle.
  • Highly constrained, complex site with steeply sloping topography and a 415KvA Electrical Supply from Pembroke Dock Power Station running diagonally across. Vacuum Excavation technologies were utilised to locate this cable with its positioning used to inform final site plans.
  • NZC in operation was achieved using a fabric first approach – with Heat Pumps, Hybrid ventilation systems and wind catchers being incorporated. These technologies along with advanced controls and a 168kWp photovoltaic array have enabled optimal comfort and minimal energy consumption.
  • The project supported economic growth and resilience in the local economy with approximately 60% of local labour and 90% subcontracts awarded to Welsh companies, of which circa 20% were Pembrokeshire companies.
