Constructing Excellence

Newmarket House is a highly sustainable new building constructed to BREEAM Excellent standard, which consolidates three sites into one, providing long-term value for Leeds City Council and high-quality office space for operatives and staff to work from. The three existing and outdated sites had become inefficient for the Council to run and maintain and did not fit with their goal of achieving Net Zero Carbon by 2030, so the decision was taken to create a new base for Environmental Services incorporating the Waste Management and Cleaner Neighbourhoods teams. The scheme consists of a three-storey office block with adjoining vehicle workshop, car park areas and fuel station and vehicle wash facilities for the Council’s fleet of waste management vehicles.

Delivered at the height of Covid-19 operational restrictions, the Council and its project team kept the works on schedule with no working days lost due to the pandemic. Early partner engagement on the project helped forecast and manage the potential for substantial delays as a result of materials shortages and rising fuel, labour and materials costs throughout the build.

  2. The project was successfully delivered with a culture of openness and collaboration from day one, with all parties working together to mitigate the impact of many challenges, not least the restrictions imposed by the Covid-19 pandemic.
  3. All partners were invested in maximising the social value of the project for local communities, including champion-ing a local supply chain, creating employment and training opportunities and supporting many local charitable ini-tiatives and community-focused organisations.
