Minstry of Justice Receive Gold Standard Verification

Constructing Excellence

We’re thrilled to announce that, on the 18th November 2025, the Ministry of Justice received full verification under the Constructing the Gold Standard Verification Scheme.

About the Ministry of Justice

The Ministry of Justice is a major government department, at the heart of the justice system. They work to protect and advance the principles of justice and to deliver a world-class justice system that works for everyone in society.

“Formulating and delivering the MoJ’s 20,000 prison place procurement strategy is a landmark achievement. By leveraging existing CCS Frameworks and innovating with an Alliancing model under FAC1 and NEC4, we’ve set a new benchmark for collaboration and efficiency. Achieving Gold Standard Verification reflects the dedication and expertise of everyone involved in this challenging yet rewarding journey — and it lays the foundation for future projects that will continue to raise standards across the sector.”

Stephen Binnersley, Head of Commercial Delivery– New Prisons

“The MoJ demonstrated comprehensive measures and activities across these programmes that comply with all the requirements of ‘Constructing the Gold Standard’ at each of the key stages of strategy, procurement, contracting and management. The agreed objectives of four MoJ alliances focus on collaborative procurement, the use of modern construction techniques and the creation of social value, particularly in providing employment for prison leavers.”

Professor David Mosey CBE, Chair, Constructing Excellence Gold Standard Task Group

“The MoJ submitted a compelling application for Full Verification that sets them out as a Gold Standard and Construction Playbook exemplar. Their approach to integrating a set of framework alliances comprising multiple projects, all using Crown Commercial Services frameworks themselves being Gold Standard verified made for a powerful submission. The application demonstrated sector leading Early Supplier Involvement at Tier 2 and 3 level, wide use of Modern Methods of Construction, engagement with all Alliance Members across the prison build portfolio, and some impressive social value outcomes for prison leavers in particular that are all strongly aligned to the Gold Standard. It’s been a pleasure working with the MoJ throughout the verification process and I’m delighted they have been awarded full Gold Standard status”
