HMP Millsike is a new build prison with 1,500 places for adult male inmates on a 53-acre site near York. It provides a safe, secure and modern environment focused on rehabilitation to reduce reoffending, with 24 workshops and training facilities that will help offenders gain skills to find work on release.

The new prison was completed on time and to budget, with over 3.1 million hours accident-free and a Lost Time Accident Rate of Zero, despite almost 1,000 people onsite at peak. As the first of four jails to be delivered under the Ministry of Justice (MoJ) New Prisons Programme (NPP), it stands out for its carbon savings, offsite solutions, digital innovation and life-changing social impact.

These learnings will be applied to the next prisons and future Kier projects, leaving an outstanding legacy for the construction sector.

Three Winning Facts:
  1. HMP Millsike is the first all-electric prison in the UK, with solar panels that will provide carbon savings of c.3,500,000kg over 25 years.
  2. Design innovations saved 14.9% embodied carbon while offsite methods resulted in significant programme savings e.g. plant installation 25% faster than traditional methods.
  3. Kier provided employment opportunities for 44 people released on temporary licence. Figures from nearby HMP Hatfield show 86% of those who worked on HMP Millsike were employed six weeks post-release, compared to only 19% of the general prison population.
