The Department for Work and Pensions (DWP) DWP are passionate about workplace transformation and business as usual projects to improve the hundreds of job centres and offices across the UK, they are the biggest public service department with around 20 million claimants and customers.

In order to service this huge estate, the DWP Estates & Capital Projects team including consultants manage the various schemes via their innovative ‘taxi rank’ framework. Through this cutting edge approach, the framework provides a fair allocation of projects for each contractor on the two established lots. Each contractor on the lot will move up in position in the ranking as the schemes are distributed.

The framework benefits all contractors on the lots as it ensures a steady and manageable workload of varying values and complexities, whilst ensuring that around £50m of life cycle projects and £40m of CAPEX works are successfully delivered on time and to budget.

Three Winning Facts:
  1. The DWP’s approach to procurement demonstrates leadership and innovation, minimising impact on the supply chain and, to reduce the procurement burden, they have procured their framework via the Crown Commercial Services Construction Works and Associated Services framework. This provides flexibility whilst ensuring collaboration through its Framework Alliance Contract 1. Once in contract, they use a taxi rank approach, ensuring a fast and flexible appointment of a contractor to a project, and successfully manage delivery to ensure health and safety, quality and value for money.
  2. Operating nationwide, DWP understand the importance of sustainability and reducing carbon emissions with the aim to be net zero by 2030 through a ‘Smaller, Better, Greener’ estate strategy. They choose to refurbish existing buildings rather than deliver new builds or extensions, improving the carbon efficiency of existing assets.
  3. DWP thrives on their consistent and collaborative culture, offering advice and support to everyone involved bringing their best ideas and enabling collaboration. Early design development workshops are organised to explore solutions dynamically with consultants, clients, and contractors to encourage forward-thinking solutions.
