AGH Solutions: RAAC Management Programme

Constructing Excellence

AGH Solutions, a wholly owned subsidiary of Airedale NHS Foundation Trust, provide estate maintenance and management of capital projects at Airedale Hospital. We are nominating them for their RAAC Management Programme, a project that maintains the safe operation of the hospital whilst addressing the challenges managing the largest RAAC estate in the UK.

A key objective is to minimise and manage the RAAC risk exposure to “as low as reasonably practicable” (ALARP) and ensure no catastrophic RAAC failure or disruption to the ‘live’ hospital environment.

This is achieved by:

  • A digital RAAC management platform. This app-based solution allows efficient surveying by AGHS internal survey team providing real time updates facilitating accurate stakeholder reporting, supporting greater collaboration with partners.
  • Targeted RAAC remedial solutions; delivered in the live environment by AT Lee Properties, a local SME contractor, managed directly by AGHS. Targeting the highest risk planks in most operationally sensitive areas with an annual budget of £2m.
  • A ward decant RAAC programme delivered by Robertson Construction Group. This rolling RAAC remediation and refurbishment programme addresses 8-10 RAAC-affected wards per year whilst addressing other safety and compliance risks with a budget of £20m annually.
Three Winning Facts:
  1. A 98% operational occupancy rate was maintained, ensuring business continuity, positive treatment outcomes and critical operations continued in a live acute healthcare environment
  2. Largest Flat Roof in the NHS – 30,000m2 with circa 70,000 RAAC planks total
  3. The only RAAC hospital to have RAAC floors and defects in the primary structural frame
