Constructing Excellence

Forming part of the Birkenhead 2040 Framework, the Mallory and Irvine buildings mark a significant milestone in the regeneration of Birkenhead.

The scheme is the second Grade-A commercial office development in the area since the Queensgate development in 2014. The two buildings contain energy-efficient features and have received a BREEAM Excellent rating. Mallory will house Wirral Council, while Irvine will be available for commercial let. Together, they will become the central hub of an exciting new business and leisure quarter which will encourage investment and growth into the area. Phase two will deliver a vibrant new market hall.

The project serves as a model of The Value Toolkit influencing a positive change in the way the construction industry thinks about and measures value. In addition to exemplary construction practices of on time, on budget, safe and 9/10 customer experience scores, the development has also helped to create tangible, positive change in Birkenhead with long-term economic, environmental, and social benefits for the whole community.

Wirral is one of the 20% most deprived boroughs in England, and the project has significantly impacted the local community, generating nearly £22m in social value aligned with Wirral Council’s key priority areas – a 55% return on investment. This achievement is a testament to a comprehensive long-term strategy that extends beyond construction, with initial steps taken as early as 2014.
